Install pylucene on Windows7 32bits

I am a learner of Pylucene, and have struggled to install it on my win7
32bits these days.
However, make always fails.
The fail message:

I don't know what small settings I have ignore. Thank you very much if you
can help me.

My toolchain and settings :
1. ANT 1.9.6 with ivy
2. VC for python27(C++ compiler)
3.jdk 1.8.0_51
4.python2.7.10
5.pylucene4.9.0
6.cygwin
(the environment varibles have been set)
